Significant changes in road tolls are expected in several key countries in the region in 2026. As a result of new European requirements and national decisions, heavy goods vehicle tolls will be increased or restructured, which will inevitably affect road transport costs.

Key highlights for 2026

Hungary, Romania and Bulgaria are introducing new elements to their toll systems or significantly increasing existing tariffs. The changes affect both the amount of tolls and the way they are calculated.

What do these changes mean for business?

Tolls are set by state regulators and are independent of transport operators, but they have a direct impact on the final price of transport services. In this regard, we recommend that our customers and partners take the upcoming changes into account when budgeting for logistics costs for 2026.

 

Country details

Hungary

Approximately 5% increase in infrastructure charges is planned from 1 January 2026.

A further increase of around 30% is planned from 1 March 2026, as well as an expansion of the network of toll road sections.

For certain vehicles and routes, the total increase could reach 35–50%.

Romania 

A new toll system, TollRO, is being introduced, which will replace the vignette regime for heavy goods vehicles.

Tolls will be calculated based on the distance traveled and the environmental standard of the vehicle.

A significant increase in transit costs is expected, especially for long-distance transport.

Bulgaria 

 From March 1, 2026, it is planned to add a CO₂ component to road tolls.

 The average increase in road tolls is expected to be around 30%.
